The glittering Gran Tesoro, a city of entertainment beyond the laws of the government, is a sanctuary for the world’s most infamous pirates, Marines, and filthy rich millionaires. The Straw Hats visit a recreational island, run by Baron Omatsuri, who asks them to complete a series of ordeals if they wish to stay on the island. It's up to Luffy to stop the Baron's plot and keep his crew together.

The film revolves around a mysterious girl named Éclair who appears before Fairy Tail, the world's most notorious wizard's guild. She lost all of her memories, except for the imperative that she must deliver two Phoenix Stones somewhere. The stones may spell the collapse of the magical world, and Natsu, Lucy, and the rest of the Fairy Tail guild are caught up in the intrigue.

Kuno purchases a strange egg, believing that the mysterious powers of the legendary Phoenix will help him defeat Ranma. But when the egg hatches on his head, the bird goes out of control and wreaks havoc all over Tokyo. Ranma and the gang must use any means necessary to get the Phoenix to leave Kuno's head and fly away.
